The short answer
Yes, when they are viewing the same active team pool. Everyone draws on the same remaining budget. After use, displays can briefly differ until they refresh. Reload them if needed and compare the same pool. While the team pool is active, the sidebar shows only the team pool, not your personal balance. Personal balances are kept separately and can differ between members. Each member finds their own under Billing. The team pool display is what matters for the shared budget.
